He was born in 1966 in Nové Město na Moravě. Since 1981 he has lived in Brno.

In 1984 he accomplished his secondary education by passing the school-leaving examination with full marks at the former Grammar School Koněvova (present Grammar School Vídeňská) in Brno, Vídeňská 49. He was then admitted for study at the Faculty of Law of the University of Jan Evangelista Purkyně in Brno (today's Masaryk University).

In 1988 he finished his studies of law by passing the final state examination. Due to his study results, he was granted by the University the degree of doctor of laws without the need to pass the advanced state examination.

After graduating from the Faculty of Law, he worked as an attorney clerk for the former Regional Bar Association in Brno since 1988. He worked at this position at the Legal Advice Bureau No. 2, Brno, Zelný trh 1.

In 1990 he successfully passed the advocate examination and was admitted to the Regional Bar Association in Brno as a lawyer prior to privatization of the profession. Since 1 July 1990 to this day he has run a private law office. He is registered in the register of lawyers administered by the Czech Bar Association in Prague under No. 00484.
